يندرج الحوار الوطني حول المجتمع المدني ضمن رؤية مسؤولة تسعى إلى تقوية أدوار المجتمع المدني وتبويئه المكانة التي يستحقها كفاعل أساسي في البناء الديمقراطي والتنموي، وذلك انسجاما مع الوثيقة الدستورية والخطب الملكية السامية العديدة ذات الصلة، والتي ارتقت به إلى شريك أساسي في مجال الإسهام في صناعة وتنفيذ وتقييم السياسات العمومية.
إن الحوار الوطني حول المجتمع المدني وأدواره الدستورية الجديدة يكتسي طابعاً إستراتيجياً لكونه ينخرط في رؤية تجديدية وحداثية تستجيب لحاجات وانتظارات الحركة المدنية والجمعوية المغربية التي ساهمت بإصرار ومنذ عقود من الزمن في أن يتبوأ المجتمع المدني، بجميع مكوناته، المكانة التي أصبح يحتلها اليوم. وينضاف إلى هذا كون الوثيقة الدستورية تعزز الأدوار التي يقوم بها وتقوي موقعه كطرف أساسي في البناء الديمقراطي.
إن المجتمع المدني يمثل في جميع المجتمعات كياناً يضم جمعيات ينشئها مواطنون بشكل حر ومستقل عن الدولة، ليس لها هاجس نفعي وتعمل في شفافية وبمسئولية اجتماعية وبروح مواطنة، ولا يمكن لأي جمعية أو مجموعة جمعيات أن تدعي تمثيل كافة المواطنين وأن تفرض هيمنتها في الساحة العمومية، كما أن المجتمع المدني لا تندرج ضمنه الهيآت التي تنشئها الدولة.
